Acadia News Puzzle No. 1

A Cryptoquip is a puzzle that replaces one letter with another letter.  For example, if in a puzzle a clue says "Clue: X equals N", a person would replace all the X's with the letter N.  Working with all the clues, a person would try to complete the puzzle.  Since most of the Cryptoquips will be questions, there will be an answer to the puzzle.  After solving the Cryptoquip, a person would try to solve the question.
